Center for Appalachian Renewal
A project of the Cardinal Institute for West Virginia Policy, advancing market-based solutions that strengthen opportunity across Appalachia, starting with education.

What is CAR?
Appalachia spans 13 states, 423 counties, and 25+ million people, and many of its challenges cut across state lines. CAR is a regional effort designed to support solutions built for Appalachian communities and the realities of rural and mountain places.

Starting point for renewal
Education is one of the most upstream drivers of long-term renewal in the region. With school choice expanding across Appalachia, the real test is whether policy change becomes real, high-quality options for families, especially in rural communities.
Many Appalachian areas face implementation barriers that metro and high-income regions often do not, including distance, provider recruitment, meeting demand, and developing education leaders.
How we are helping
CAR focuses on practical work that makes new education options more feasible and more likely to last. Quality education options have ripple effects well beyond the classroom, attracting families and employers and supporting stronger local economies.
